Description

 It  is the mandate of the TESDA to manage and supervise  technical education and skills development in the country. TESDA provides  direction, policies, programs and standards towards quality technical  education and skill development and is the leading partner in the development  of Filipino workforce with world-class competence and positive work values.  Cognizant to this  mandate, a number of interrelated programs and activities has been  undertaken, and one of which is the implementation of Technical and  Vocational Education Training (TVET) programs to growing TVET clients in  various training modalities.

Of particular significance is the Dual Training System (DTS) under  TESDA’s enterprise-based program wherein instructional mode of technology  delivery and training take place at the school/training center and at the  workplace.  One of the strategic approaches on this program is the conversion of  selected industry practices/ programs registered under the apprenticeship  program into DTS modality. 

Accordingly, the DTS’  beneficiaries are students, companies, training institutions, industry  associations, LGUs, NGOs, parents, and teachers. Aside from quality training  and employability after training, the advantages of the DTS are the  development of workers according to the company’s requisites; participating  companies save on production cost through tax incentives; and it also benefit  schools since the program is responsive to industries’ needs and it will  provide better employment opportunities for their graduates.

The impact evaluation assessed  the outcomes of DTS on skill formation and labor market by conducting a  tracking survey to interview former trainees from both the DTS and regular  programs, through a close collaboration with researchers in the Korean Development  Institute School of Public Policy and Management (KDI).  

And  in order to meet the mentioned study objectives, data collected focused on:

  • individual-level  information on the former trainee’s family and social background, schooling  history, experience in the training institution and DTS implementing company,  work history, mobility, current household, anthropometry, as well as health conditions.
  • Information  on the training institutions’ cost structures and other important aspects.
Description of Services provided
  •  Refined and finalized  the detailed approach and methodology; survey logistics and workplan;
  • Finalized the  operational, staffing and supervision plan for survey activities; developed  workplan and components of the data encoding and survey manual; planned for  the revision and translation of survey instruments in Filipino; planned for  data quality checks and review systems/processes; planned for the conduct of  training and pilot testing; communication plan; procurement plan; and plan  for organizing central office and coordination schemes;
  • Recruited and hired the 3 field teams composed of supervisors,  enumerators, KII team members and data editor/ encoders;
  • Reviewed and pretested survey questionnaires  and translated it into local dialect (Filipino);
  • Carried out a pre-test of data gathering  instruments for construct validity and reliability; and KII guide questions;
  • Prepared data collection requirements:  logistics, insurances, transport, and accommodation needs, coordinating and  securing of necessary permits;
  • Developed a survey manual with data  collection procedures, quality checks and review systems.
  • Developed data entry system and coding  manual;
  • Conduct and managed a 6-day training of  researchers;
  • Tracked 1,200 former trainees enrolled in DTS or  regular programs in nine (9) Technical Vocational Institutions (TVIs) in  Regions 3, 4A and NCR;  of the 1,2000  tracked, 958 respondents were interviewed using paper questionnaires. Since  the survey aimed to track those were already in the labor market, tracking  activities involved a substantial number of efforts in contacting and  locating samples. Further , survey modules collected information on former  trainees’ background, schooling, vocational training, DTS details, work  history before and after training, among others;
  • Conducted an institution survey that collected  data from the sample institutions on enrollment records, programs and  institutional costs, a total of 30 key informant interviews were undertaken  in the 9 TVIs;
  • Monitored data collection activities and performed quality checks,  data verification;
  • Performed data entry,  data cleaning and editing; and
  • Processed data and  generated data tables
