The specific objectives of the TA under the extension period were composed of the following:
- To institutionalize the PHC with clear mandates, adequate resources, and policy support to undertake harmonization of results-based monitoring and evaluation (M&E) for aid effectiveness;
- To assess compliance with Paris Declaration (PD) commitments, and prepare regular reports to stakeholders;
- To strengthen the capacity of the PHC member-agencies to establish and demonstrate the harmonized framework for MfDR in rural development sector, develop a Manual on Harmonized Database, and prepare a strategy for mainstreaming MfDR in government agencies at all levels;
- To study, document and publish good practices on MfDR and harmonization for aid effectiveness; and
- To strengthen advocacy program to ensure ownership at the highest level, and secure support from stakeholders.
