Description

The specific objectives of the TA under the extension period were composed of the following:

  • To institutionalize the PHC with clear mandates, adequate resources, and policy support to undertake harmonization of results-based monitoring and evaluation (M&E) for aid effectiveness;
  • To assess compliance with Paris Declaration (PD) commitments, and prepare regular reports to stakeholders;
  • To strengthen the capacity of the PHC member-agencies to establish and demonstrate the harmonized framework for MfDR in rural development sector, develop a Manual on Harmonized Database, and prepare a strategy for mainstreaming MfDR in government agencies at all levels;
  • To study, document and publish good practices on MfDR and harmonization for aid effectiveness; and
  • To strengthen advocacy program to ensure ownership at the highest level, and secure support from stakeholders.

Description of Services provided
  • Day-to-day coordination and management of consultants/advisers, and ensure quality and timely delivery of outputs;
  • Led the preparation of inception report, regular M&E reports, and completion report for PHC's information and approval;
  • Assisted in the facilitation of workshops for PHC members and Technical Secretariat/ TWG;
  • Developed and implemented a training program based on TNA results, gaps identified in 1st CLE in 2008 (both Phase 1);
  • Facilitated the preparation and conduct of training activities of the team, including travel arrangements for participation of PHC members and Technical Secretariat/TWG in identified training courses in other countries;
  • Assisted PHC in developing an evaluation system to assess the effectiveness of the training program;
  • Assisted in the preparation of training and travel requirements and the conduct of specialized training courses and study visits for PHC members and member agency staff (COA, DBM, DOF and NEDA) on best practices inclusive of networking with universities
