Preparation of the Implementation Completion Report (ICR) for the Second Irrigation Operation Support Project
Description of Project | In 1996, the Government of the Philippines through the NIA and with financial assistance from the WB implemented IOSP-II. This project had two principal components: (1) improved systems operation (ISO), which resulted in the improvement of channels and structures in 17 national irrigation systems (NIS); and (2) IA Development Assistance (IADA), which saw the provision of institutional support measures for improving water management. The IADA focused on the development of Irrigator’s Associations (IAs) and monitored and evaluated their improved performance. IOSP-II is believed to have been implemented successfully, however, there has been no rigorous evaluation of the project’s overall implementation and performance. In order to determine and truly measure the extent of the Project’s accomplishments, there is a need to assess and evaluate the overall project performance, through the use of project performance indicators. In addition, actual project accomplishments must be compared to the project plans/targets that were set prior to implementation. Thus, the rationale for the need for an Implementation Completion Report. |
Description of Services Provided |
• Prepared and submitted to NIA and WB the ICR for IOSP-II that presents a detailed account of the project’s implementation and impact; • Prepared and presented adequate and accurate statistical information/data on project impact; • Assessed the O&M of CIAs and IAs relative to modality of operations, maintenance, financial, particularly O&M costs, conflict resolution, etc.; • Analyzed and reviewed the whole project cycle, including conceptual development, project preparation, appraisal, implementation and finally completion; • Presented and described the project performance strengths and weaknesses; implementation problems encountered; and particularly the potential project sustainability and provided corresponding recommendations; • Assessed the overall project implementation in terms of results/work completed and impact, that is water use efficiency, irrigated areas, and beneficiary income and yields to be established through random sampling in the 17 NIS’ with system improvement, and further establishing the data in the following categories: a) beneficiaries in areas irrigated during wet and dry season and those irrigated during wet season only; b) beneficiaries in rehab/improved areas and those in the restored areas. • Provided an accurate and detailed discussion of the project economic rate of return; • Provided suggestions for the improvement of NDC-5 IMT evaluation. |
