Irrigation Management Transfer (IMT) Impact Assessment and Field Survey(PARTS A AND B)
Description of Project

The Irrigation Management Transfer (IMT) Impact Assessment/ Field Survey assessed the extent to which Irrigators’ Associations (IAs) especially those which are under the IMT program, have led improvement in O&M of the physical irrigation system infrastructure, water delivery, cost of service delivery, farmer mobilization, irrigation fee collection, service orientation and collaboration between the government line agency (NIA) and farmers. The survey and review work composed of three parts. Part A (IMT Survey) evaluated the impact of IMT on irrigation system performance and determined changes necessary for effective IMT implementation.  Part B (Farmer Household Survey) determined the impact of IMT on farm households as to rural poverty and agricultural productivity.  Part C (In-Depth Review of Selected IMT Samples) was an in-depth technical study of the above two surveys to outline policy lessons and recommendations for future IMT design and implementation.

Services Provided
  • Designed methodology process and questionnaires for the IMT survey and Farm Household survey
  • Conducted, administered and managed the survey, among IA leaders and random sample farmers in the upstream, mid stream and downstream sections of covered all-systems and secondary canals, on the impact of IMT on: (i) irrigation effectiveness as to system operations, system maintenance, fee collection; (ii) strength of IA as to financial capacity and responsiveness to routine maintenance and repair needs, and (iii) incentives to IA/farmers in investing in other agricultural activities.
  • Conducted, administered and managed the survey of 1200 irrigated farm households in most IMT areas on information related to household socio-demographic and economic characteristics; farm characteristics; IA membership and services; water use and costs; irrigation services O&M; perceptions regarding changes resulting from IMT; and basic village-level infrastructure information.
  • Processed data from IMT and Farm Household Survey
  • Carried  out an analysis of the survey results-including statistical and trend analysis
  • Provided recommendations on 20 IMT cases for an in-depth technical review
