Project Information

The Upland Development Programme in Southern Mindanao (UDP) is created in response to the need for sustainable development in the uplands. UDP advocates people-centered development that will meet the economic, environmental and social needs of the upland people. UDP addresses not only unsustainable farming practices and natural resource management, but other upland concerns as well such as marketing and enterprise development, rural financial services, agricultural infrastructure support and community & institutional development and extension.

This Mission undertook the general evaluation of the overall status of the Project based on its developed models according to relevance, efficiency and effectiveness of implementation, and make the necessary recommendations for its optimum impact and possible sustainability/replicability, taking into account the time left for the Programme. 

• Implementation.  Evaluated the qualitative and quantitative aspects of Project implementation in general and that of the key models in particular
• Adoption and mainstreaming. Assessed and evaluated the adoption and mainstreaming of the models by LGUs, communities/community organisations and FSCs/PFIs/GFIs and the chances for replication of the models in non-Programme covered areas.
• Sustainability. Assessed and evaluated the sustainability of formulated/adopted policies and schemes by implementing partners at the local, regional and national levels. 
• Inputs.  The quality, capacity and extent of participation of the different implementation partners, including their (financial, human) resources within the context of implementation and replication of the UDP models;
• Evaluation of the MIS and the GIS, piloted with selected LGUs for improving their M&E functions
• Recommend actions and strategies that would enhance overall Programme results within the remaining time frame
