Project Information

The project aimed to determine the impact of the banana out-growers scheme implemented in several banana farms in Mindanao with RA certification, under IFC funding. Indicators have been identified to track and measure outputs, outcomes and resulting impacts. IFC assessed progress made towards the achievement of these identified indicators to help ensure accountability and provide accurate and credible information needed for project management. IFC was interested to find out whether expected results have been achieved, identify areas that need improvement and learn important lessons with respect to designing and implementing this type of agribusiness project.

• Formulation of Data Collection Strategy, specifically methods for collecting required data and design necessary information systems. All surveys conducted as part of the M&E Plan employed valid sampling strategies.
• Baseline Survey and Preparation of Baseline Report of farmers, cooperatives/ farmer organizations, and lead firms. These surveys captured baseline data on all intended outputs, outcomes and impacts as identified in the Logical Framework. The survey was based on a complete census and probability sample.
  
• Development of Impact Evaluation Design, where impact assessment methods designed, involving either randomized or quasi experiments.
• Refinement of Project Logic Model (PLM) provided a concise description of the causal connections between project activities and intended outputs, outcomes and impacts. In refining the existing PLM, the reference shall be made to IFC Advisory Services Guidelines for Monitoring and Evaluation of Agribusiness Projects to be provided by IFC.
