Project Information

The Program was designed as a poverty reduction intervention for the rural poor and IP communities of Mindanao. It provides an opportunity for reinforcing the Local Government Code (LGC) and the Agriculture and Fisheries Modernization Act (AFMA); and it supports community-based approaches, engaging LGUs and rural communities in designing and implementing sub-projects to address priority rural concerns. The Program Goals are to improve incomes, food security and environmental integrity in the targeted agricultural and fisher folk communities and municipalities within 27 provinces of Mindanao and to conserve and rehabilitate the coastal and terrestrial ecosystems in the globally and locally significant coastal and terrestrial ecosystem.

The objectives of the Project are to implement and refine institutional, financial and community-based planning and management systems for supporting rural development; strengthen and operationalize a decentralized agricultural service system through the improvement of capacities of all targeted stakeholder; address community priority needs for sustainable rural development; and Institutionalize mechanisms to conserve and globally and locally important coastal and terrestrial ecosystems.

• Desk review and gathering of relevant secondary data from public use files;
• Development of detailed methodology for gathering primary data on target beneficiaries and institutions including survey design, sampling and instruments and guidelines for gathering;
• Conduct of household survey and other data gathering activities such as focus group discussions and key informant interviews;
• Conduct of organizational, barangay and LGU/institutional analysis;
• Processing of survey results and organization of other primary as well as secondary data;
• Establishment of database of survey results;
• Analysis of household survey results and integration of findings from org, barangay and institutional/ LGU analysis; and
• Finalized detailed methodology for the study of LGUs (barangay, municipal and provincial)
