Description of Project |
Kapit-Bisig Laban sa Kahirapan - Comprehensive Integrated Delivery of Social Service (KALAHI-CIDSS) is a community-driven development project implemented by the Department of Social Welfare and Development. Under KALAHI-CIDSS, communities and their Local Government Units (LGUs) are trained to choose, design and implement sub-projects that address their most pressing need.
The purpose of 10-day 3 batches of training is to equip project managers and key technical staff of the KC NPMO and RPMOs with the necessary knowledge, skills, and aptitudes in managing project implementation, covering the five (5) basic Project Management Processes (Initiating, Planning, Executing, Monitoring and Controlling, and Closing) and nine (9) project management knowledge areas of (i) Project Integration Management, (ii) Project Scope Management, (iii) Project Time Management, (iv) Project Cost Management, (v) Project Quality Management, (vi) Project Human Resource Management, (vii) Project Communications Management, (viii) Project Risk Management, and (ix) Project Procurement Management.
Specifically, objectives of this PM training were:
1. Design training modules on Project Management based on review of existing project management processes; best practices in similar development project; and from the results of the Training Needs Assessment; and in close collaboration with the DSWD KALAHI-CIDSS.
2. Develop Project Management Training Manual and Training Plan
3. Complete Preparatory work for the conduct of 3 batches of training
4. Conduct PM training workshop, with a maximum of 10 days per training batch
5. Develop post training project management evaluation system and tools.

Description of Services Provided |
SDS' consultants team performed the following:
- Assessment of Project Management Systems used in the KC Project, in particular the CEAC process. Conduct of preparatory activities and review of project documents.
- Development of Training Design and Manuals. A full-blown training plan with complete administrative and logistical arrangements for effective training implementation including de-briefing and pre and post evaluation of participants were developed.
- Conduct of Training Workshops on Project Management. SDS managed and implemented 3 batches of 10-day Project Management Training for 100 select participants. The training equipped project managers and key technical staff with the necessary knowledge, skills, and aptitudes in managing project implementation, covering the five (5) basic Project Management Processes (Initiating, Planning, Executing, Monitoring and Controlling, and Closing) and nine (9) project management knowledge areas of (i) Project Integration Management, (ii) Project Scope Management, (iii) Project Time Management, (iv) Project Cost Management, (v) Project Quality Management, (vi) Project Human Resource Management, (vii) Project Communications Management, (viii) Project Risk Management, and (ix) Project Procurement Management.
- By performing process documentation and evaluation; and conduct of two rounds of visit (conducted focus group discussion, meetings, workshops and key informant interviews) to regional project management offices (RPMOs), the team developed a customized Project Management Manual for KALAHI-CIDSS. The Project Management Manual covered concepts, tools and techniques tackled during the Project Management Training (PMT) conducted and the manual's outline followed the PMBOK framework and its discussions aimed to give the user a working knowledge of relevant project management tools and techniques and demonstrate how these can be applied to KC.
